These gentlemen are D. O'Sullivan and T. Miller, and the photo was taken at Kingsbridge (now Heuston) Train Station in Dublin. The photo was taken at around 1.48 p.m. or 13:48 to use train time. Flying Snail said: "That signal cabin was installed by the Great Southern Railway in 1935/6 as part of a major re-signalling scheme for the Dublin area, which included converting the old fashioned semaphore signals to then modern colour light signals. You will notice the levers in Heuston cabin are rather stumpy (and easier to use!), as they operated the points and signals electronically, rather than fully manually.
